Prorate fine amount

Note: The Prorate fine amount checkbox is only active if the Purchase price from item option is selected.

For resources, the prorated fine is based on the item's depreciated value, not its full price.

For textbooks, the prorated fine is based on the purchase price of the item. If the item does not have a price, the fine is prorated based on the replacement price and the condition of the copy.
